Brazil’s AI Industry: From Rapid Adoption to a Local Innovation Engine

Brazil is emerging as one of the most consequential artificial-intelligence markets outside the United States, China, and Europe. Its story is not simply one of high consumer adoption. Across the country, entrepreneurs, large companies, developers, universities, and public institutions are beginning to turn generative AI into practical tools for work, services, and locally relevant products.

OpenAI’s decision to launch commercial operations in Brazil from São Paulo is one recent signal of that momentum. According to the company, Brazil is now among ChatGPT’s three largest markets by weekly active users. Brazilian users send roughly 215 million messages to ChatGPT every day, and the country’s user base nearly doubled in the preceding year. Those figures do not define the entire AI market, but they illustrate a crucial foundation for it: AI has already become familiar to a large share of the population.

Adoption is moving into everyday work

The next question for Brazil is whether widespread experimentation can become durable economic value. Early evidence suggests the transition is underway. OpenAI reports that, in June 2026, 35% of classified messages from individual Brazilian ChatGPT accounts were work-related, compared with 30% globally. More than half of those work-related interactions involved requests to complete a task or generate an output, such as drafting a proposal, analyzing information, writing software, or preparing marketing material.

This matters in a country where millions of micro and small businesses are central to employment and commerce. Generative AI can lower the cost of capabilities that were once difficult for a small business to access: copywriting, customer communication, price analysis, basic inventory management, and lightweight software development.

The most persuasive examples are often modest ones. A jewelry designer cited by OpenAI used ChatGPT first for social-media content, then for advertising, pricing, inventory, and production; without a technical background, she also built management applications for her business. A food entrepreneur used it to develop recipes, refine menus, and communicate more consistently with customers. These are not headline-grabbing moonshots, but they show how AI can act as a productivity layer for businesses that make up much of Brazil’s economy.

A developer base ready to build locally

Brazil’s opportunity also rests on its technical community. By the number of developers using the OpenAI API, Brazil ranks second globally, according to OpenAI, and it is Codex’s largest market in Latin America. Since the start of 2026, the company says weekly Codex users in Brazil grew more than elevenfold and daily interactions rose nearly thirtyfold.

Such growth is important because a healthy AI industry needs more than end users. It needs people who can adapt models, connect them to business systems, evaluate their outputs, and design products for Portuguese-speaking users and Brazilian realities. Local builders are often best placed to understand fragmented public processes, regional commercial needs, and cultural context.

OpenAI’s first OpenAI para Devs roadshow reflected that potential. The Portuguese-language program reached developers and founders in Recife, Rio de Janeiro, Florianópolis, and São Paulo. Its subsequent São Paulo hackathon produced a prototype designed to help small businesses identify relevant public-procurement opportunities through voice descriptions, public data, and location-aware demand mapping. The project is a useful illustration of where local AI innovation may gain traction: not only in generic chat interfaces, but in products that reduce friction in specific Brazilian workflows.

Enterprise and sectoral use cases are widening

AI adoption is also spreading within established organizations. OpenAI reports that ChatGPT Enterprise seats in Brazil increased fivefold year over year and that Brazil is among its ten largest markets by business customers. Financial services, retail and commerce, mobility, customer service, software development, and internal operations are all emerging as active areas of deployment.

The pattern is consistent with Brazil’s broader digital economy. Large banks and retailers have long invested in digital channels, while a diverse service economy creates many opportunities for automation and decision support. Generative AI can improve customer interactions, speed up software delivery, and make internal knowledge easier to use. Yet the highest-value applications will likely be those that combine general-purpose models with proprietary data, careful human review, and a clearly defined operating process.

Education, research, and public services will shape the market

Commercial adoption alone will not determine whether Brazil develops a resilient AI ecosystem. Skills, research capacity, governance, and public-sector capability will be equally important.

Several initiatives announced alongside OpenAI’s expansion point in this direction. The Instituto Tecnológico de Aeronáutica (ITA) is set to receive ChatGPT Edu accounts and access to advanced capabilities. The Instituto de Matemática Pura e Aplicada (IMPA) will examine how research institutions can turn AI access into scientific progress. At the Hospital das Clínicas of the University of São Paulo’s medical school, a proposed clinical-information-infrastructure prototype aims to support Brazil’s public health system while preserving physician judgment and human oversight.

Public administration is another promising, but demanding, frontier. OpenAI and São Paulo’s municipal technology company, Prodam, signed a memorandum of understanding to explore broader AI access for the city and other public administrations. If such projects move beyond pilots, they could help citizens navigate services and help public workers manage information. They will also require high standards for privacy, accountability, accessibility, and procurement.

Brazil’s distinctive creative advantage

Brazil’s AI landscape has a cultural dimension as well. OpenAI says Brazil has the world’s highest rate of ChatGPT Images use and is among the five largest markets for voice and dictation; weekly voice usage has doubled over the past year. These patterns suggest that the country’s AI future will not be confined to coding or corporate productivity.

Brazilian artists and creators are already experimenting across text, images, video, and music, often drawing on local culture and communities. That matters commercially: creators can broaden how Brazilian audiences and identities are represented in digital media, while also building new audience relationships and revenue models. It matters technically, too, because real-world use by diverse communities can reveal where AI products need better language support, safer design, and more culturally informed interfaces.

The road ahead: turning momentum into inclusive growth

An independent study by RegLab, funded by OpenAI, estimates that AI could add nearly R$1 trillion to Brazil’s economy by 2030. That estimate should be treated as a scenario rather than a guarantee. The outcome will depend on whether Brazil can translate adoption into skills, reliable infrastructure, responsible implementation, and measurable improvements in products and services.

The risks are familiar: unequal access to computing and training, uneven digital maturity among firms, poor-quality deployment, privacy and bias concerns, and the possibility that benefits concentrate in a small group of companies or cities. For Brazil, the test is not whether people will use AI—many already do. It is whether the country can ensure that local entrepreneurs, workers, researchers, public institutions, and creators have the capacity to shape and share in the value it creates.

Brazil has the ingredients of a serious AI market: scale, a fast-growing developer community, strong demand for productivity tools, and a culture of creative adaptation. The next chapter will be defined by execution. If the country pairs its rapid adoption with talent development, trusted governance, and solutions designed for Brazilian needs, it could become not only a major consumer market for AI, but a durable source of AI innovation for Latin America and beyond.
